China’s administrative districts and government reform and the relationship between hada mixed. Administrative districts is the intergovernmental relations in geographical spacemodel projection. After continuous adjust, change and reform, China formed category fivegovernment administrative division system. The structure to adapt to the basic social andeconomic development and the needs of the construction of political power. At the same time,also caused the development of county economy slow, government cost increase,administrative agencies bloated, and many other problems. For the release of theadministrative divisions of the system of the energy, and in the central’s guidance, most of theprovincial government are actively explore and promote the province administrating countysystem reform.This paper focused on a problem which was not an issue of universal concern——thecountry like China in unitary system, why is there such large differences among the provinceswhen they are promoting the reform? What are the factors influence province administratingcounty reform? Solving the above theory of proposition are aim to explore provinceadministrating county reform of logic and inner mechanism behind, for making the newpolicy or interpretation system change to provide the theory basis. On this basis, the academicsociety and public answer part of the questions:Why zhejiang provinces reform made thesuccess, but some provinces and municipalities to reform has not expected achievement? Is itpossible which the province administrating county will from a financial system reform to theadministrative system reform transition? Will China eventually revoked, and then realize thecity level "flattening" ideal blueprint?This paper searched a group of objective study and research literature,then found that:some theoretical results focus on city pipe system transformation, and whether it should be orhow to transform, financial reform measures and progress, and the social economicdevelopment performance, appearing in the reform of the appointment, removal and countiessuch as relationship between specific issues. Few scholars systematically examine theresources endowment and constraints which the province administrating county reform need,and each provincial government on how much can meet these objective constraints. Theauthor thinks that, if even dominate province administrating county’s main logic, premise conditions and the influencing factors are not get it, put in a hurry to get the composition ofcountermeasures for granted, both the lack of theoretical support, there is no feasibility.To objectively summarize influence of province governing county reform is not balancedsex differences in natural resources and constraints, we need to advance of the existingresearch methods. In a sense, the method can really decided what to see.This paper advocatesand uses the following research ideas: beyond the western "knowledge hegemony" and simplecomparison between Chinese and western way of thinking; Develop the useful and discard theuseless from concept to concept, from the theory to the theory of traditional method; Locatedin the perspective from a large sample of the concrete practice of the refining, summary themain factors and the induction effects of province governing county reform.This paper argues that, the provincial government in reforming practice is the differencebetween the institution environment, incentive mechanism, constraint condition and resourcegift decided. Conditions and resources is the solution to the problem of important restrictionfactors. On the conditions and resources do not have the condition, may be forced to change,but the results might not like people wish, even may cause a series of political life of thenegative influence. In fact, there have been all over the ignoring their own conditions,"Rushheadlong into mass action", the phenomenon which push the reform rapidly. Some localgovernments proposed unrealistic goals and technical requirements. The province governingcounty reform must meet the local actual conditions, not blindly take "make it rigidlyuniform" approach.This paper is structured as follows: the introduction part introduces the researchbackground, research significance, research and innovation and main methods.The secondpart is the introduction, namely about province administrating county system reform of thecurrent situation of theory and reviewed in this paper. The third part is about the22existingprovinces, autonomous region of the province governing county reform mode and pathselection of system description, a summary and classification. The fourth part is from themanagement range, the process of reform and so on has been reformed in22provinces,autonomous regions of the induction and classification, and extract the effect of province tubecounty system reform factors explaining frame.
