Since2007, the South China Sea issue continues to heat up, due to the positive actions of the disputed States to consolidate a vested interest in stepping up to develop as well as plunder the resources of the South China Sea, and the involvement of the country outside the region, which make this issue increasingly intense. China has repeatedly stated that bilateral negotiation is the best way for peaceful settlement of the South China Sea, but other involved States remained cold, and more inclined to regard as the issue of ASEAN or nation, which fully exposed the distrust of neighboring countries in the South China Sea to China. In21st century, the economy of the countries at the rim of South China Sea rapidly develop, which makes their demand for resources in the South China Sea more urgent. With the strengthened national power, these countries are trying to obtain greater benefits. The rapid increase of Chinese comprehensive national strength in recent years worrys the Southeast Asian countries to concern about the future of China’s development path, which makes China getting into the trouble of the rise of great powers. South China Sea disputes is the most significant performance of both strength and mental status changes. This paper reviews the origin,status quo and different claims of the South China Sea issue to illustrate that the peace negotiations and cooperation is the inevitable trend to solve the South China Sea issue, and raised to the imbalanced power structure, unclear identity cognition and weak cultural identity are the three factors that lead to mistrust from neighboring countries in the South China Sea to China and the plight of cooperation between the two sides. And then through the construction of the Interaction between theory and current practice, we try to find an effective way to build mutual trust between China and the South China Sea dispute States, and explore the road of peaceful settlement of the South China Sea issue.
