With the development of economy and the improvement of living standards, the average life expectancy of human has extended constantly. At the same time, the change in lifestyle also makes the fertility rate decreased, resulting the phenomenon of aging spread all around the world. Rapid aging not only threaten the pension and health care of the elderly, but also makes it difficult to get effective long-term care for those disabled elderly. As the most populous country in the world, China now is facing more severe situation. Coupled with the low level of economic development and the not perfect social security system, the problem of disabled elderly has evolved into a huge social risk.It not only affects the well-being of individuals and families, but also becomes one of the keys to cope with the aging,so analyzing the problem of long-term care of disabled elderly and proposing effective response has important social significance.This article start from the background and significance of long-term care research, sort out a large number of domestic and international literature,and redefine some important concepts to find the innovative space.Then select the welfare pluralism to analyze the long-term care system,and compare several major developed countries to find the experience where our country can learn from. At the same time,discuss the status and problems of long-term care of the disabled elderly in China, then obtain the necessity to build a welfare diversified long-term care system. Finally give some suggestions on how to construct the welfare pluralism long-term care system, put forward the overall target and its feasibility,and then analysis the specific content from the view of legal policy, capital funding, evaluation of payment, service designing and delivery, quality assurance and human resources.The article aim to provide some reference for the the government’s policy by systematic research on the issues of China’s disabled elderly, then improve their level of health and quality of life, so that our country can cope with the challenge of population aging more effectively and achieve sustainable economic and social development.
