Under the tide of global aging,the proportion of the elderly over 60 years old in the total population in China has been rising,and it has becoming the country with the largest number of the elderly population in the world.At the same time,the number of the elderly and emptynesters is increasing rapidly in the period of social transformation,due to the fluently population flow and the family planning policy implemented by the country before.In the absence of good care,the incidence of chronic diseases of the elderly among the oldest has risen gradually.Accordingly,the scale of disabled and semi-disabled elderly groups,who are requiring long-term care services,is also growing.This has brought tremendous pressure to the family and social economy.How to realize the sustainable development of long-term care for the elderly,to a large extent,determines the success or failure of the government's pension cause,which has attracted extensive attention from relevant departments and academia.In February 2019,the National Development and Reform Commission etc.issued the Action Program to Enhance Efforts to Promote the Strength and Weakness of Public Services in the Social Field and Improve the Quality and Promote the Formation of a Strong Domestic Market.They proposed that the old-age service market should be liberalized in an all-round way.By 2022,a comprehensive old-age service market should be built,based on home and community,supplemented by institutions,combined with medical care,with perfect functions,and moderate scale,covering both urban and rural areas.The community day care institutions coverage rate is more than 90%,home community old-age emergency rescue system is generally established,"a quarter of an hour" home old-age service circle is basically completed.In view of this,the purpose of this paper is to explore the status quo of long-term care needs of disabled elderly,and to seek ways to improve long-term care services for disabled elderly.Firstly,starting with the basic theory of welfare pluralism,this paper makes a detailed analysis of the current situation of care for disabled elderly in China.Secondly,taking Xi'an as an example,the long-term care service needs questionnaire for the disabled elderly is designed and distributed to understand the living status and care needs of the disabled elderly in Xi'an in detail.The survey results show that most elderly people are eager for family care,but due to practical problems,the function of family care is weakening step by step.For the government,first,there is a lack of specific care system;second,there are fewer subsidies for the disabled elderly;community care is facing the dilemma of unbalanced supply and demand,single care function and lack of personality services;and there are fewer high-quality caregivers in market care.And it is expensive,leading to the majority of elderly people cannot afford the cost of market care,and the utilization rate is low.Finally,in view of the problems found in this paper,a series of countermeasures and suggestions are put forward.It also summarizes the experience of long-term care in other areas of China,and points out that the main development ideas are to adhere to the government as the leading factor,to adhere to the basis of home care and community care,to play a strong supporting role of institutional care,to strengthen mutual assistance among the elderly and actively mobilize social forces,and to meet the long-term care needs of the disabled elderly from all aspects.
