A Study Of Public Emergency Management System In Tibet

Since entering the21st century, worldwide public emergencies occurredfrequently and the frequency of the occurrence is on the rise, seriously endangeringthe peace, stability and development of the world. China that is in the period of socialand economic transformation has been subjected to the intrusion of various publicemergencies, which caused adverse effects on the social stability of our country andthe rapid development of economy. The geographical condition in Tibet is veryspecial, at the same time, due to the historical and social factors, the number andfrequency of public emergencies occurred in Tibet is higher, and make greaterinfluence in wide region. Natural disasters, accidents, public health events, especiallythe social security incidents pose a long-term threat to Tibet public security, whichhas brought the huge challenge to the Tibet government’s capability of public crisismanagement. It further requests the government to improve the ability of the prevention and disposal of sudden public events, and establish a sound emergencymanagement system.But compared with some developed regions and cities at home and abroad, thereis a big gap on the level of the crisis response and management of the government ofthe Tibet autonomous region. It is an important task for the government of the Tibetautonomous region that analyze the current situation of emergency managementsystem and construct the public emergency response system which is suitable forthe Tibet autonomous region, and improve government crisis management ability.This paper based on absorbing the relevant theory and research, trying to dosome research on emergency management system of sudden public events in Tibet.Based on expounding the public emergency management and system and other relatedconcepts, this paper focuses on the analysis of the current situation of emergencymanagement system of sudden public events of Tibet, and on this basis to explorecounter measures.The main content of this paper includes six parts: the first part is the introductionthat discusses the research background and significance. This part clarifies the currentresearch achievements at home and abroad and indicates research objectives andmethods of this paper. The second part is about the related concept definition, which defines the concept and types of public emergencies, the connotation of publicemergency management system and analyzes the particularity of Tibet publicemergencies. The third part analyzes the current status and problems of Tibetemergency management system, summarizes achievements and shortcomings. Inaddition, through the Lhasa "3.14" violent terrorist events, this part discusses the mainproblems existing in the current emergency management system in Tibet. The fourthpart studies reasons of disadvantages of emergency management system in Tibet. Thefifth part attempts to explore ways to improve emergency management system inTibet and put forward corresponding strategies. The sixth part summarizes theresearch and proposes an outlook of the future.
