A Study On The Problems And Countermeasures About Government Emergency Management Of Sudden Public Health Events In China

Facing the complicated environments both at home and abroad, to prevent and hand the public health emergency efficiently is of great priority for the security and stability of the society, and the development of modernization. Thus, it is of great theoretical value and practical significance to take the management of public health emergency as the topic of the dissertation.With the methods of literature research, case study and qualitative analysis, this dissertation probes deeply and systematically into the management of public health emergency, based on the theory of crisis management, governance, and new public service, as the main academic resources.The whole dissertation includes 5 parts:introduction, conclusion, and other three main parts.The first main part is the illustration of the related theories about the management of public health emergency. This part firstly defines the meaning and characteristics of public health emergency, and then clarifies the concept and process of emergency management, and finally describes the theoretical basis of this research about public health emergency management.The second main part is about the key problems of public health emergency management in China. With the analysis about the current situation of public heath emergency management in our country, this part points out three key problems:the unscientific organization system, the not-optimized operation mechanism and the deficient legal system.The third part is about the strategies of improving and strengthening the management of public health emergency in our country. According to the problems listed in the second part, this part finds the strategies of improving and strengthening the management of public health emergency in our country:adjusting the organization system, optimizing the operation mechanism and strengthening the legal protection.The innovation of this dissertation mainly lies in 3 aspects. First of all, the selection of the topic has the nature of times and perspectiveness. Closely related to our national condition of social transformation, the dissertation focuses on the problems of public health emergency management from the perspective of the unity of emergency and forethought. Secondly, the academic views are pertinent and innovative. This dissertation points out the defects and flaws in organization system, legal system and operation mechanism after the prudential analysis of the current situation. Thirdly, the strategies and suggestions, which are all put forward from the angle of combination of system, mechanism and law, are both novel and practical.
