Transgenic technology is a method that people use the artificial separation andmodification technology to implant gene into a particular vivo. This introduced generecombinants with the original gene of the vivo and changes, resulting in the changeof biological traits, and making the changed merit inherited stably in the biologicaloffspring. Actually, transgenic technology is recreating lives in accordance withpeople’s own needs and wishes, which even mean that humans can create and changetheir own. GM technology has challenged the ethics of human since it appeared, andsome also forced to be terminated because of the risk of transgenic research. For now,transgenic technology is mainly used in the field of agriculture, aimed at increasingthe crop yields to solve the problem of inadequate human food. Even so, whether thegenetically modified food which is produced by agricultural genetically modifiedtechnology is safe aroused intense discussions. These discussions include bothcontroversy among experts and questions of ordinary consumers.This article provides an overview of the method of transgenic technology at first,and then focuses on the problems of genetically modified food on the premise ofhaving a basic understanding of this technology’s essence. As the development ofgenetically modified food presented a trend that it will replace traditional foodcomprehensively, and people can’t be indifferent to their security issues. And peoplehave debate, but no results. Although the safety of genetically modified food isdifficult to ascertain, the risk actually exists. How to recognize these risks existingbehind the genetically modified food, and how to deal with the risk is precisely thepurpose of this article. The risk of genetically modified food is also one of the manysocial risks, and such risk should be controlled by legal supervision and managementas the main means, aims to protect the consumer’s right to health and the right toknow. For legal supervision and management of the safety of genetically modifiedfood, US-led countries whose transgenic technology is relatively mature have begunearlier. This article describes the regulatory system on the safety of geneticallymodified food of the United States and the European Union, and also introduces the control for genetically modified food from international communities. And then, thearticle describes the current legislative status quo and regulatory agencies ofgenetically modified food in our country, which can be seen that attention ofregulation of genetically modified food in our country has been increased, but defectsstill exist. At last, the article analyzes the defect of regulatory system, and on thisbasis, it establishes regulatory principles on the safety of genetically modified food,trying to find the method and institution to complete the regulatory system in China.
