Since reform and opening, with the full cancellation of agricultural taxes, Chinese rural areas enter an era without taxes and fees. At the same time, the Chinese farmers’ concept of child-bearing also has undergone earthshaking changes. In the face of urgent need for economic development, rich village cadres came into being and gradually get wide attention of the whole society. Rich village cadres in rural areas tend to grow in a rapid and even irreversible manner. Although the mainstream discourses of the central authorizes didn’t refer to the villiage management of rich people, yet from local practice, the village management of rich people (VMRP) has already become a major political issue. Currently the research on the VMRP in academic circles still explains it as an empirical phenomenon.Therefore, this paper tries to answer if the practice of VMRP fits the connotation of development-oriented social policy by the research of Town C in Yangzhou City, Jiangsu Province. Considering the specific condition of Town C, this paper selects qualitative research methods. Specifically, this paper uses literature, semi-structured interviews and participant observation to describe and analyze the specific practice of Town C in three levels:the town government, the rich village cadres and local villagers. The author found that even though the VMRP of Town C has achieved economic success, it also has significant deficiencies. The biggest drawbacks of VMRP in Town C shows that the performance has inseparable connection with the rich people in the leadership position, which leads to the VMRP of Town C will be uncertain and occasional. This does not fit the connotation of development-oriented social policy. If reflecting Chinese rural social policy and the future direction of rural management, the most important thing should be to strengthen the system construction in rural areas on this level. Then the future rural social policy should try to exclude the "rule of man" and give the policy more stability, persistent and impartiality.
