Study On The Social Resettlement Policy Of Adult Orphans From The Perspective Of Developmental Social Policy

China's current adult orphan social resettlement policy has obvious tendency to survive and develop lightly.Although it guarantees that the basic survival of adult orphan groups is not threatened,it lacks effective response to their development needs and cannot solve their Social integration issues problems in the long run.The concept of developmental social policy conforms to the requirements of the development of the times and becomes an important policy orientation for the innovation and development of China's social policies.It has a positive reference for the improvement of adult orphan social resettlement policies.This paper draws on the developmental social policy concept,in order to provide effective help for orphan groups on development issues,thus promoting the perfect development of adult orphan social resettlement policies.This paper demonstrates the applicability of the developmental social policy to the adult orphan social resettlement policy from the three aspects of realistic background,theoretical application and realistic foundation.On this basis,it discusses the policy evaluation framework based on the perspective of developmental social policy.According to the framework,this paper chooses Guangzhou City as an example to analyze the policy content,policy operation and policy effects of Guangzhou adult orphan social resettlement policy by analyzing policy texts and conducting field interviews;and based on the current policies,Combined with the policy experience that other cities can learn from,it proposes the construction of a developmental adult orphan social resettlement policy from the aspects of policy orientation,policy content and policy operation.The study found that the social resettlement policy of adult orphans in Guangzhou has imperfect basic living guarantees and insufficient investment in human capital and social capital.In terms of policy operation,some subjects are absent and lack effective cooperation.In terms of policy effects,There has been some improvement in the deprivation status of the policy object,but there are still deficiencies.Based on this,this paper proposes to improve the social resettlement policy for the development of adult orphans: from the policy orientation,strengthen the bottom function of the resettlement policy,and play the production function of the resettlement policy;in the policy content,the resettlement funds are used as the overall plan,and the social security system On the basis of social services as an auxiliary principle,the relevant provisions on resettlement funds will be improved,and social resettlement social work services will be further strengthened;in the operation of policies,effective coordination among multi-subjects will be strengthened and policy participation space for adult orphans will be increased.
