In recent years, with the economic development and social progress, a variety of civil organizations gradually deepening political, economic, and people’s every aspect of life, its function is more and more social concern. Especially in our rural areas, rural civil organizations have produced an important impact on rural politics, economy, various aspects. As a large agricultural country, give full play to the rural civil organizations in the role of rural development, is an important way to solve the problems of farmers. Currently, the number of china’s rural civil organizations in order have reach a certain scale, and increased year by year, but by the overall analysis, it is still lagging behind. Analysis of the reason, the institutional environment is the main factors affecting the development of China’s rural civil organizations.Based on the theory of civil society, good governance and organizational change, this article will systematic analysis the institutional environmental problems of China’s rural civil organizations. It is based on clearing the concept of civil organizations, rural civil organizations, institutional and institutional environment, and summarizing the previous present status,we will make a further research and analysis. Firstly, it will introduce the civil organizations and changes of institutional environment in china’s rural areas, namely points traditional society, modern Chinese period, since the founding of the new period, new period, four stage’s developing history of rural civil organization to sort out. Then reference related data to clarify the current situation that the rural civil organization’s classification and scale, as a transition leads to the main reason on the development of the rural civil organizations blocked is the institutional environmental issues. Secondly, based on coming the status quo, the article points out that the institutional environment is divided into three aspects, namely formal institutional, rural power rules, rural social capital, this three aspects constitute the institutional environment affecting the development of the rural civil organization; but from the text of laws and policies point of view, elements of the institutional environment of the rural civil organizations is mainly reflected in defining the nature and position of rural civil organizations,the establishment and registration, regulatory, property and taxes policies, support, rewards and punishment,the leadership of the party that six aspects. Again, by the above analysis, we have had a system understanding of the institutional environment of rural civil organizations, this paper based on this system and points out that institution environment through the incentive, constraint and opportunity mechanism acting on the rural civil organization, and have an important impact, but also showing some of the problems and shortcomings of existing institutional environment. Finally, With regard to these issues, this article proposed improvement measures from four areas, this is the formal institution’s building, Social cultural environment’s building, innovative model of the local government system-Qingxian mode, the breakthrough in the construction of rural civil organizations to in rural areas of these four aspects of measures to actively advocate to encourage the construction of rural civil organization, for the rural development contribution streng.Hope these suggestions, some inspiration on the cultivation and development of rural civil organizations, we also hope that the efforts of relevant government departments, China’s rural civil organizations can have the healthy and orderly development of the situation, and to improve social vitality, to participate in social management, and satisfy the people’s needs to play a bigger role.
