Along with the development of human beings, the improvement of science and technology, the ocean has more and more attention by the people, the sea status is also rising. Someone once said that twenty-first Century is the century of the ocean, this sentence is correct in the present situation, the marine economy gross occupies in the world economy in the proportion of GDP increasing, species of marine industry and constantly enrich, marine, now has more and more influence in the world.The1994"United Nations Convention on the law of the sea" has opened a marine revolution curtain, because the "Convention" in the provisions of the exclusive economic zone system, so that the world has changed the political geography,1/3of the world’s oceans become national territory, coastal state jurisdiction of sea area greatly increased, the emergence of new boom marine development and widely, the development of marine economy, marine economic development has become the world trend of development and important strategic planning.In this case, marine law become the key legislation next, corresponding to the marine legal system has become the key object of study, in this paper, the author first chapter expounds the importance of the ocean, and why do we need to study the marine legal system.
