An Analysis Of The Status Quo Of The Assistance Work In Urban Community

Social Assistance is one of the most important and essential part of the social security systemand plays a basic role in the development of the system. The rural poverty relief system has takenshape and played a role in the communities of the cities after several decades’ development andimprovement, but there are still many problems about the system as follows: firstly, there is noexplicit standard to compartmentalize the targets, and the cost of the implementation is high.Secondly, as expansion of the scale of the social poverty relief, many community residents whodon’t meet with the standard of the relief system get the assistance by various dishonest means.Thirdly, the performance of the system is not so good, because the present management systemof social assistance is not sound which can’t help the residents who really need the assistance.The community poverty assistance for the poor, as an important part of the development ofthe city, also has the outstanding problem about the construction and the development of thecommunity. With the empirical method, this thesis which is on the basis of the empirical researchand the interviews of the poor residents and the community staff of Community L in City S,analyzes the weakness and its root of social support on the government and society of thecommunity poverty relief of Community L, and puts forward the policies and suggestions toperfect the community poverty relief system so as to realize the subject and ways of systemchanging to multiple active development from unitary passive model. Firstly, the governmentshould advance the implement of re-employment programs, perfect the social assistance toprotect the rights and basic services of poor family and people, integrate the social recourses andestablish a reasonable benefit assignment mechanism, and provide the basic and essential socialprotection for the vulnerable groups, set up persuasive and incentive mechanisms to make theresidents, especially the vulnerable groups get rid of the unhealthy psychology. Secondly, thecommunity should play a major role in the assistance by developing the service system andestablish the sound network of help of the communities and the whole society, widen the channelof assistance, including the mobilizing of the community resources and development ofcommunity aid, serve as the medium of connection to strengthen the communication of thecommunity residents and increase cohesiveness of the community, ally the public services to establish ominous support network of social poverty assistance. Thirdly, the poor groups ofcommunity should exert their subjective positivity to gain more chances of the social assistance,improve the interactions among the society, others and themselves, and develop a positiveattitude and good psychological condition to resist the stress.
