From Unit System To Community System: An Endeavor To Promote Community Development

According to the actual conditions of our country, the two major modes of urbansocial management in our country are the unit system and community system. Along withour country social system transformed from traditional to modern, from a plannedeconomy to a market economy system, the social management pattern has graduallyevolved from unit system to community system, which can be regarded as the measure totransform government function and social management as well as to enhance socialdevelopment. However, in the development of urbanization, the implementation of the newgrass-roots management mode—community system，is still lagging behind and cannotmeet the diversified and multi-level needs of residents. At the same time, the communityresidents have been affected by the traditional culture and the concept of property rightsystem, which caused residents’ interpersonal indifference, low enthusiasm onparticipation in community activities, and decreased sense of community identity, etc. Inorder to improve the community management, urban community has gradually establisheda comprehensive information service platform under government-led. The application ofthe this platform has built the a communication bridge for government and residents,community and residents as well as other functional organizations of community andresidents with modern information technology, which improves the mutual trustrelationship, makes up for the defects brought by the implementation of the communitysystem, and realizes docking between residents demand information and governmentcommunity service management, thus enhancing the community development.According to data collection, literature research, comparative analysis and othermethods, the paper analyzes the applicability of the comprehensive urban communityinformation service platform, and carries out empirical research and theoretical explorationon urban community development direction. From the professional point of view of socialwork and with the perspective of social resources integration, the paper discusses how tointegrate community with the use of community information service platform to meet thevarious needs of community residents and to better serve the community residents, whichresidents can better participate in the community management and the “community—residents” bidirectional interactive mechanism can be established to improve communitymanagement and innovate community construction system.
