Social management is not a new word, but it’s a major historical proposition throughoutthe whole process of human social development. In recent years, with the national system ofpolitical science and law first explicitly putting forward the major task of the innovation ofsocial management, the party and the state and the whole society pay more and more attentionto the issue of social management innovation, becoming an important way and content topromote the construction of socialist harmonious society with Chinese characteristics.Dongying is an emerging oil resource-based city, and also the two major national strategicintegration of “the Yellow River Delta Efficient Ecological Economic Zone” and “ShandongPeninsula Blue Economic Zone”. In recent years, Dongying is not only in economicdevelopment out of a high-efficiency ecological demonstration road, at the same time as themain force to the Department of Political Science and Law in the innovation of socialmanagement. Explore boldly, try beforehand, promote the social construction of the first andthe “corner beyond”, and build a harmonious and stable social environment adapting to theconstruction of “the Economic Zone of the Yellow and Blue”. There is a positive empiricalreference value on understanding the current social management innovation for Dongyingpromoting social management innovation.Based on the innovation practice of social management of Dongying Department ofPolitical Science and Law as the foothold, focusing on the realization of social managementstandardization, legalization, modernization, humanization, it is to study and discusssystematically.From the viewpoints of research theory achievement of innovation of socialmanagement at home and abroad, objectively understanding and analyzing the concept of socialmanagement and social management innovation, combining the working practice,systematically analyzing the relationship between the Department of Political Science and Lawand the innovation of social management, the role of the Department of Political Science andLaw in the innovation of social management and the path to the implementation of theinnovation of social management for the Department of Political Science and Law. Then, takingDongying Department of Political Science and Law to promote the innovation of social management in recent years as an example, analyze Dongying Department of Political Scienceand Law to promote the innovation of social management to promote the “democratic securityservice, resolving conflicts and disputes, social security control, key crowd service management,‘two new’ organization of service management, virtual social management, social managementand regional shared governance construction” practices and effectiveness, then analyzingcarefully the resolving social conflicts, public social security, infrastructure construction, thevirtual social management, new economic organizations and management services of the socialorganizations encountered new problems and new challenges under the evolving internationaland domestic situation.After in-depth studies, it is clear to safeguard the rights and interests ofthe masses as a fundamental, to resolve the outstanding problems affecting social harmony andstability as a breakthrough, to innovate in the institutional innovation as the driving force, tostrengthen the basic work as the focus, and actively to explore the formation of thecharacteristics of the times and Dongying characteristics social management system, to enhancethe scientific level of Dongying social management, to create a vibrant environment for thedevelopment of harmonious and stable social environment, fair justice legal environment, theoverall living environment to live. Then establish the integrated, consultation coordination ofsocial management innovation concept of “people-oriented, service first”,“the sooner, thesource of governance”,“management according to law, comprehensive facilities strategy”,establish the “six mechanisms” like “improve the linkage of the disputes to resolve, humanefocus groups service management, modernization of comprehensive prevention and control,social security and public security management, dynamic specification of infrastructure,scientific information network service management”, strengthen “three systems” constructionas “the source of governance, dynamic coordination and emergency management”, andvigorously promote “five measures” as the Political Science and Law ranks’ the quality andability, their discipline, team management, political science and law culture, the department ofthe party’s construction, to achieve the maximization and optimization of the role in the socialmanagement innovation for the Department of Political Science and Law.
