Scientifically understanding social management and public service function contributes to the process of political system reform, expand community construction and strongly adjust social interest relations to stable social order, which are effective measures to maintain social stability in our country and basic countermeasures to resolve social conflicts. In the perspective of the government function, the research of social management innovation is the powerful guarantee of promoting the construction of socialist modernization.Looking back to the historical process of social management function in our country, in the three different stages, there existed some problems, such as the difficulties of social control, the problems of social security, the poor ability of social service and social coordination, and so on. Through researching American, British and Japanese advanced experience on the innovation of government social management function, explore the beneficial enlightenment to our country. By studying the Functions of the Government Reengineering Theory and Civil Autonomy Theory, under the background of the transformation of the government functions, research the innovation of social management; combined with basic national conditions and the existing conditions of social management, put forward the attempt of innovation of social management and put forward the basic ideas and countermeasures of innovation of social management in the aspects of control, service, coordination and security of the government social management.
