Civil servants performance appraisal is an important part of management system, as well as the core of the public sector human resources management. Perfecting the system of performance appraisal is beneficial to the the civil servants management in accordance with the law, improving performances of both civil servants and the public sector, maintaining and enhancing the public interest. Therefore, the civil servants performance appraisal is of great practical significance.Based on a large number of literature review and survey, this thesis performs systematical analysis and in-depth study on the current situation of civil servants performance appraisal,and puts forward the the basic direction for the consummation of the civil service performance appraisal. According to the current situation of some governmental institutions who operate the quality management system, this thesis describes the internal correspondence between quality management and performance management. This thesisi discusses how to introduce the quality management system into performance appraisal as the base, and applies the basic principles of the quality management system to system design of civil servants performance appraisal, so as to make the civil servants performance appraisal more fair, impartial, scientific and reasonable.First of all, this thesis elaborates the connotation, characteristics and functions of civil servants performance appraisal,and also analyses its elements. Based on that, taking Shandong Entry-exit Inspection and Quarantine Bureau as an example, this thesis makes systematical analysis on work reporting, the widespread evaluation method in most governmental institutions. Then this thesis sums up its shortcomings, and put forward the basic direction for consummation of the civil service performance appraisal:diversification of subject, scientificity of the content, regularity of the mechanism and standardization of the process.Secondly, by introducing the basic content and the main principles of the quality management system,the thesis elaborates the internal correspondence between quality management and performance management in respects of management concept, management mechanism and management methods, laying the foundation of the consummation of the civil service performance appraisal. On this basis, taking Shandong Entry-exit Inspection and Quarantine Bureau as an example,this thesis puts forward the system design of civil servants performance appraisal in respects of index assessment and mechanism:apply "process method"and other principles to establishing quantized index system; apply "customer oriented" and other principles to consummating assessment system; apply"continuous improvement" and other principles to realizing the regularity of mechanism and standardization of the process. In the above process, according to the characteristics of civil servants performance appraisal and current situation of governmental institutions, this thesis analyzes the possible deficiency, and puts forward the corresponding countermeasures.Finally, in accordance with the requirements of CPC’s eighteenth congress reports, this thesis looks into the future for further perfecting civil servants performance appraisal.
