A Research On The New Rural Community Governance In Transformation Period

Throughout the five thousand-year history of social development, the transmutation of country rural governance is a significant part in the development of society and exists of being the highlight manifestation of social evolution as well; whose ways of management has experienced the transformation from so-called "the power never stretches to the county" to "New Rural Communitization" during the period from feudalism to the primary stage of Chinese characteristic socialism. Especially, after Chinese reform and opening-up, it was in economy that country practiced the household contract responsibility system with remuneration linked to output, while in politics the villager self-governing. As a result, the development of those spurred the progression in other aspects of society other than politics and economy and the overall features of country acquire a dramatically new outlook. Consequently, accompanied with the country improvement, peasant’s ideology changed a lot. They are no more satisfied with the economical wealthy and advanced lifestyle, so they transfer their focus much more to the public goods and service than ever before. At the meantime, the system of "countryside politics and rural governance" did not accommodate with the current situation that is of being total development in economic, political, cultural and social aspect, which makes it in a dilemma in management gradually. Therefore, party and government put forward "New Rural Communitization"—the new type of rural community governance structure to change the situation, to innovate and optimize Chinese country administration structure and more importantly, to gain the goal of harmonious country and stable society as much as possible.This thesis is on the perspective of the transformation of rural governance, and explored the different way of rural social governance in our country in different historical stages. At last, pay attention to the new type of governance of the new rural community. The main body of the thesis starts from the related concept and theoretical foundation of the new rural community governance, introduced the theory resources that can be learn and laid the theoretical foundation of this thesis from the related concept of community and new rural community to governance theory and theory of new public management and public service. Based on the theoretical background, the thesis introduced the occurrence process of new rural communalization. That is with the changing rural governance, China of20th century experienced the "Township Autonomous" of the late Qing Dynasty and Republican period, the People’s commune system of "Political and Social Unity" and the binary system of "Township Politics and Rural Governance". However, the rural governance way "Township politics and rural Governance" showed its unsuitability of the current rural society increasingly. The plight of rural social governance occurred, and therefore get the conclusion that the new rural needs new governance method. After proposed this theory, this thesis made further explanation about the new direction of new rural communalization governance in four aspects. And those features are not only the needs of farmers’but also solved the plight of "Rural Governance". At last, this thesis analyzes the establishment and improvement of the mode of new rural communities. The thesis explored the way to improve organizational structure, operation mechanism and governance mode of new rural community governance based on the description of ideal new rural community governance mode and took the governance experience of rural governance both domestic and abroad and the experience of urban governance of our country, as well as combined with the trends of new rural community governance. The whole thesis is lead by "governance" starts from the practical conditions of our country, puts forward a mode of new rural community governance that in accordance to the reality in rural.
