With the rapid development of rural market economy and the further promotion of the reform in rural area, there are profound changes in the social structure of rural economy. Rural area is in a process of differentiating and restructuring and the traditional, closed and conservative villages have become increasingly open and flowing. The traditional system of village groups cannot meet the need of the integration of increasingly differentiating social powers. Therefore, it has become an important topic in the current theory field and practice field concerning how to construct a rural governance system adapted to the differentiated, flowing and open rural society and how to realize the communization of rural area. At the national level, to break the structure of urban and rural areas, to realize the balanced development of urban and rural areas, and to promote equal access to basic public service in urban and rural areas, the country proposed the development strategy that the new rural construction should be promoted based on the construction of rural community.The article is based on the village governance practice of Ruian City, Zhejiang province, taking "transform, unite and join", the choice of reform route of Ruian village organization as an example,"Rural to Urban" as an entry point of the research on rural governance transformation, making the village governance evolution process as the basis, analyzes the necessity and urgency of the transformation of rural management in the current economic social transformation. The researcher analyzes disadvantages of traditional rural governance in village organization and discusses the changing route of social governance to communization in the primary level in villages.
