In the21st century, the marine affairs have become the focus of the world. Exploiting marine resources and improving marine management efficiently have been scheduled as the priority of the maritime power and international marine organizations. In2012, Hu Jintao, the Chinese president, delivered a keynote report during the18th National Congress and presented the strategy of "build China into a maritime power". Marine power is a comprehensive concept, including marine exploiting, marine management, marine protection and other aspects. Obviously, public participation is not a new concept in Chinese legal system, whereas it is an undeveloped area in Chinese marine legislation and marine management behaviors.The enactment of the "Act of People’s Republic of China on the Management of Sea Areas Use" introduced a new and important legal system for strengthening integrated coastal management and organizing the exploitation of marine resources in China."Marine and Coastal Access Act2009" is the law which integrated marine and coastal management in the United Kingdom. This research tries to explore and compare the provisions relating to public participation in marine affairs between both laws in order to find out drawbacks provisions within the "Act of the People’s Republic of China on the Management of Sea Areas Use" and find out solutions. China can, therefore, further improve its ocean legal system by leaning advanced legislative experience from the" Marine and Coastal Access Act2009".
