In1978, China began to carry out the policies of reform and opening to the outside world, and relaxed the restriction of emigrating of Chinese mainland residents. Since then, a large number of people emigrate by means of study abroad, family reunion, professional immigration, investment immigration or even illegal immigration, joining immigrants from Hong Kong, Taiwan as well as other regions. All these immigrants constitute a new wave of Chinese immigration and these immigrants are called "new immigrants". With the expanding of Chinese new immigrants’scale, quantity and sphere of influence, the issue of Chinese new immigrants has aroused extensive attention; and the academic circles began to focus on the study of Chinese new immigrants. Judging from the immigrating area, Chinese new immigrants mostly flow into North America, following by Europe, Australia, Japan, Southeast Asia, etc. In order to get a better research of basic characteristics of new Chinese immigrants, this paper selects North America and Europe as objects of study and tries to interpret these basic characteristics by means of comparative studies. Further, we can put forward the corresponding measures and suggestions according to these basic characteristics.This paper is composed of three parts, introduction, body (including four chapters) and conclusion.The introduction mainly illustrates the background and significance of this topic, reviews both domestic and foreign scholars’researches, and then states principal guiding theory as well as research methods, etc.The first chapter "Overview of New Chinese Immigrants in North America and Europe" states the historical process of Chinese immigration in North America and Europe. According to immigration methods, we can divide new immigrants into seven types, that is, immigrant students, family reunion immigrants, skilled immigrants, investment immigrants, labor migration, illegal immigrants and refugee applicants.The second chapter "Current Situation of New Chinese Immigrants in North America and Europe" analyzes the population size, geographical distribution, vacational distribution, situation of social groups as well as other basic living conditions.The third chapter "Basic Characteristics of New Chinese Immigrants in North America and Europe" is the core chapter of this paper; it compares the similarities and the differences of new Chinese immigrants in these two areas. Differences are investigated in terms of immigration methods, immigration types, degree of education, pattern of immigration distribution, social integration and economic status. Similarities are investigated in following aspects:immigration is voluntary; new immigrant communities develop rapidly and have more and more wide influence; new immigrants make important contributions to both motherland and immigration country and establish a bridge of friendship.The forth chapter "Possible Measures China Could Take According to the Basic Characteristics of New Chinese Immigrants in North America and Europe" proposes corresponding countermeasures from the point of combining macroeconomics with microeconomics and integration with control. On one hand, China needs to help new immigrants to better integrate into local society; on the other hand, China should ensure its own economy’s healthy development and talent security.The conclusion summarizes basic characteristics of new Chinese immigrants in North America and Europe, then points out that the expanding of new Chinese immigration is an inevitable outcome of economic globalization. For China, how to effectively make the most of positive impact and reduce adverse effect, and make better use of the power of Chinese new immigrants is top priority.
