Performance evaluation is an effective mean to enhance the quality and skills of thepublic service unit,to urge them to correct deficiencies,lessons learned, and it is animportant part of performance appraisal.In the last few years, the question of publicservice unit worker’s performance evaluation has been paid great attention by the society,thus the appraisal has also made great achievement. However, for the last start of thesystem, as well as the persistent varieties of home and oversea environment, there still havebeen quite many problems and limitations now.In this paper, I access to domestic and international public service unit to carry outperformance evaluation on the basis of the information to Suzhou Industrial Park ShengpuInvestment Promotion Centre performance appraisal.For example, the centre performanceevaluation of historical changes and current status of the investigation carried outmulti-dimensional and made a deep analysis, it’s problem highlighted in assessing thestatus of the main lack of mass appraisal, assessment results can not play the role ofincentives, assessment index design fuzzy, lack of specificity, evaluation index weights areunreasonable, regardless of primary and secondary, ignore the difference and so, andinternal and external environment, starting from the organization, relatively comprehensiveanalysis of the reasons given, including: system is flawed, performance assessment of thelack of basic work, job analysis is not enough, thinking understanding of extreme, attitudeis not correct. Address the problem, the article proposed the performance appraisal systemto ensure more targeted and scientific examination.This Paper lists the main problems and causes, and the system should be establishedaround the public service unit for formulating decisions in reference to effectively improvethe effectiveness, and ensure that the assessment of the objectivity and authenticity. Atthe same time, we can speed the pace of the construction of the group of high-qualitypublic service unit, promote the administration efficiency.
