Performance management plays an important role in modern human resourcemanagement. It is considered as a useful tool in the development of modernenterprises. It is a process of dialogue between manager and staff, it intends to helpemployees to improve their performance capabilities, so that the staff’s efforts isconsistent with the company’s vision and goals, so the employees and enterprises willbe in parallel. With years of development, the concept and theory of human resourcehas not only been used in companies, but also furthered to public administrations.China is now facing a period of market transition, especially after the accession to theWTO, the consciousness of people on public administrations has been greatlyincreased. More attention has been paid to how the government promotes itsefficiency. As the reform of the government moves on, performance management hasbeen used in public service unit to a certain extent, however, it is still a very newconcept and needs further studies on theoretical levels and need to be proved inpractice. Starts with an analysis on basic theories, this thesis summarizes the generalpatterns of performance management in non-profit organizations and with introducingin a typical example of ‘H center’, it discusses the specific performance managementsituations in H center, and finds out solutions on how to improve its efficiency. Thewriter also tries to find out a model of performance management that can be usedpositively in H center as well as other public service units and public administrations.This thesis starts with an introduction of public service units in China, andsummarizes the relevant theories used hereinafter. The writer enumerates thedeficiencies of performance management used in public service units, introduces thesituation in ‘H Center’, and tries to find out a performance management system thatfocuses on objects, has regular evaluations and considers highly on communicationsand feedbacks. This system suits not only the H Center, but also is worthy to berecommended and be applied in various public service units and administrations.
