Research On The System Innovation Of Clerical Work Of Dongguan Public Security Bureau

As the frontline of China’s Reform and Opening-up drive, Dongguan is now facing with serious security situation and lack of public police force in the course of the period of rapid economic development and population explosion. For the purpose of alleviating the contradiction between the lack of police force and the limitation of authorized size of public security organs, Dongguan Municipal Public Security Bureau implemented the Police Civilian System since2006. Police Civilian system, which regarded as a supplement to the civil service of the national public security organs, is conductive to shift police force and enhance the combat effectiveness of grassroots. However, being a new system, investigation is still needed to make the system perfect. In this paper, we made the empirical research of the Dongguan Municipal Public Security Bureau for the civilian system of public security situation, and learned the useful experience from practice of the foreign Police Civilian system, and deeply analyzed the problems of the Dongguan Municipal Public Security Bureau in the implementation of the Police Civilian system, and come up with some tentative ideas. This paper is comprised of the following six sections.The first section is the introduction and the statement of research background and significance, the main contents of the study, the ideas and methods of the study. The second section provides an overview of the general principles of Maslow’s hierarchy of needs, Ouchi’s Theory Z, as well as the civilian system content, which is the good theoretical preparation for later analysis. The third section introduces the connotation of the Police Civilian System and its current situation in other countries such as the United States and Hongkong.The fourth section describes the historic background, the main content and the overall effectiveness of Dongguan City Police Civilian System, and makes some preliminary evaluation.The fifth section is about the empirical research of the Dongguan Municipal Public Security Bureau for the civilian system of public security situation, and analyses the cause of these problems figured out during the investigation. The sixth section is that bases on the the theory of hierarchy of needs, Z theory, human resources management, and Borrows from the civilian system experience, we propose a solution to the Dongguan City Police Civilian institutional development from the design space for development, evaluation quantified, compensation management, organizational culture and so on.
