A sound social security system is a key index measuring the civilization of a regionor a country. Nowadays in China,problems of people’s pension,medical care andhousing have become major social concerns.Impovement in social management ofvarious aspects of the people’s livelihood will become an important topic for all levelsof government body. Therefore, the study on establishing a social security systemcovering urban and rural residents is of great importance both theoreitially andpractically.After30years of exploration, practice and development, the social security systemin China has made great achievements.However, the current social security system hasits imperfections because of economic, social, institutional and historical reasons.Underthis background, the paper carries out a lot of research work,through the study ofliterature, questionnaire survey and interviews to gather a large amount of first-handdata. Especially in the preparaion period, the author probes into the case of SIP specialzone to analyse the whole process of establishment and improvement of its socialsecurity system. The author hopes to provide a useful reference and indicator for currentsocial security system construction in China.By studying the current situation, finding problems and analyzing reasons, thepaper proposed a three-step path to realize a social security system covering urban andrural residents, i.e. from the ‘survial’ to ‘guarantee’ and then to ‘quality’. Centring onthe three-step idea, the author designs a policy model of social security system, andfurther puts forward the prospect. |
