Township Public Service System Of Hebei Province Innovation Research

The township government is the most grass-roots organization of state power in China, and shoulder the township in all public affairs management responsibilities. The township government as the the Contact link between the government and farmers, occupies an important position in the entire administrative system. The township’s public service is closely related to the development of our society as a whole. Along with the development of the rural economy and the growing demand of farmers for public services, providing farmers with basic and the protection of the public service become important functions of township government. In the eighteen major report Hu pointed out that the economic and social development in rural areas plays a key role in building a moderately prosperous society and achieve the grand goal of building a moderately prosperous society in2020, which requires the township government to provide farmers with good public services, to ensure that farmers’ production and operation activities effectively expand. However, due to the impact of a series of factors such as planned economic system, the current demand contradiction between the township public service supply and farmers still exist, which severely restricts the sustainable development of the rural community. Therefore, how to effectively meet the farmers’ demand for public services and improve the efficiency of public service delivery is the major issue of the township government in the current and future time.In view of the problems of the township public service system in County, this paper takes Neiqiu in hebei province as an example and use literature, empirical research, summarized in the summary and comparative analysis methods to analyze the status and problems of Neiqiu County township public service and to find out exist reasons caused township public services. Theory based on the use of domestic and foreign-related research and through field investigation and research, put forward the policies and measures on how to improve the township public service system innovatively. Using the main supply of public services and other related theories to solve the problem of insufficient financial resources of the township government and public service supply single; using the service-oriented government building theory to improve the public service of the township government staff awareness; through expanding the public service funding sources of the township government to enhance the efficiency of public services.
