Study On Social Compensation Fee Collection Policy On The Case Of Laian County

The family planning policy has been China’s long-term basic national policy since1970s. For the maintenance of the implementation of the basic national policy to protect citizens’ legitimate rights and interests, to achieve the coordinated development of population, economy, society, resources, environment, countries do not meet the legal requirements of children of citizens Assessments for this purpose. The effects of policies of social compensation fee have a direct impact on China’s family planning policy objectives, and long-term sustainable development of our economy and society.Laian County locates in the east of Anhui Province, which the agricultural population accounts for the majority of the traditional agricultural county in Anhui Province. Because of its location adjacent to Jiangsu Province, flow of population characteristics is more obvious,that leads a certain degree of difficulty and challenges to of Laian the family planning work, and the social compensation fee collection. Laian County’s experience and research which deals with social compensation fees and practice problems and solutions provide a reference for the collection of social compensation fee in Anhui Province and even China policy.The study is divided into five parts; the first part introduces the research background and significance of the research papers, policy status quo of social compensation fees, and the purpose ofthis thesis, the main research methods and research framework. The second part focuses on the history of social compensation fees policy, the implementation of the significance of social compensation fees policy system and its defects. The third part is mainly related documentation and social research material, by the comparison Laian social compensation fee and demographic data, to analyze the effect of Laian social compensation fees policy implementation. Part Ⅳ and Part Ⅴ discuss the Laian social compensation fees collection policy implementation issues and put forward corresponding countermeasures and suggestions for the problem. In Laian rapid economic and social development process, how to do the coordinated development of the county population and economy, society, resources and environment, a test of the government to govern an important criterion for the effectiveness of capacity-building. In this thesis, I hope to design to be able to the Laian social compensation fee collection policy implementation through research, assessment and feedback of the effectiveness of policies. What’s more, it can do better of our county’s social maintenance fees and family planning to provide reference and recommendations.
