Improve the mechanism ofemergency management of flood, can effectively improve the Beijing city in the faceof the sudden flood emergency management ability, so as to reduce the losses causedby floods and influence.In this paper, the integrated use of literature research method, empirical researchmethod, comparative research method, analysis the emergency managementmechanism, the4R crisis management theory, summarizes the status of constructionof Beijing city flood emergency management mechanism, and takes Beijing city "721" torrential rain event as an example, the present situation and problems ofemergency management mechanism of flood Beijing city was analyzed from fouraspects to reduce force, reserve force, reaction force, restoring force, obtained theBeijing floods emergency management mechanism problems in city planning is notscientific, emergency management mechanism is not perfect, the people’s awarenessof disaster prevention and mitigation is not strong, disaster risk assessmentmechanism is not perfect, the lack of the folk professional emergency rescueorganizations, and then for the these problems, learn from the advanced experience oftwo big city New York, Paris emergency management mechanism in flood, to perfectBeijing city flood emergency management system and puts forward somecountermeasures and suggestions.In this paper, from the theoretical and practical perspectives, combining thecurrent situation of Beijing City, the characteristics of the natural conditions and theflood emergency management mechanism, and puts forward some countermeasuresand suggestions to perfect Beijing city flood emergency management mechanism.
