Under The Condition Of The Political Party System Of Power Restriction

The key to China’s political system reform lies in how toimprove the structure of power restriction and it is an urgent task toconstruct a perfect supervision system of power restriction in theconstruction of socialist political civilization. The primary goal ofimplementing effective power restriction and supervision is toeliminate power corruption, which is conducive to refraining powerfrom excessive intervention in market as well as the coalition ofmoney and power. Meanwhile, the implementation of effective powerrestriction can also contribute to constructing harmonious social orderwith the aim to build a harmonious society and to preventing thedisadvantages caused by the imbalance of social structure and theprivatisation of public power. Therefore, it is of great practicalsignificance for the system design and power planning in socialistcountries to explore how to effectively realize the power restrictionunder the contemporary party system.Beginning with the analysis of connotation of power restriction,the thesis, composed of four chapters, makes a careful considerationand analysis to the structure design of power restriction in the newera, with a close connection to the realistic foundation ofcontemporary party system in China.In Chapter1, the theoretical connotation and function of powerrestriction are firstly illustrated, followed by the analysis to thecharacteristics and advantages of China’s party system, basing onwhich, the relationship between power restriction and party system isdemonstrated. By probing into the nature of power restriction and in reference to the theory about power restriction at home and abroad,the author points out that power restriction refers to the balance andrestriction of power, it means to realize mutual restraint andrestriction on the basis of maintaining the interest of members withinpower domain, by means of reasonable allocation of power(includingthe division of power structure, scale control and openness andpenetrability in domain), with the aim to prevent the corruption andbehavior that harms public interest. To some extent, power restrictionand power balance can be used in the same context. Formed with thehistory of revolution, construction and reform, the party system isequipped with particular characteristics and advantages, mainlycontributing to pooling resources to solve major problems, toimproving the party’s organizational level and to stimulating theinstitutional innovation function of the party organization. Therelationship between party system and power restriction isparticularly stressed after respectively demonstrating the both.In Chapter2, the problems encountered under the party systemare particularly stressed, mainly including the problems like the unityof Party and government and the party’s substitution forgovernment, over-concentration of power and the lack of restrictionin division of labor as well as the unfinished transition of thestructure of power restriction, which is the premise to construct ascientific and reasonable system of power restriction.In Chapter3, the reasons for problems the power restrictionencounters under party system are analyzed, mainly presents as thefollowing aspects: the first is the negative effects of Chinesetraditional culture, manifesting as integration of family and country and patriarchal system and the monopoly of Confucianism; thesecond is the lag of process of political democratization, manifestingas the profound impacts of empire heritage and system, theimperfection of democratic competition mechanism and the poorfluency of political participation channels; the last one is theweakness of ideological and political education due to theimperfection of ideological and political education system and thedeviation between the teaching content and reality. The analysis tothe reasons for practical problems is the motivation and assurance toconstruct power restriction system.In Chapter4, the author focuses on the basic idea to constructpower restriction system under contemporary party system, whichmainly refers to construct institutional system of power restriction, toestablish democracy and competition system, to createinstitutionalized organization structure and deepen the reform ofjudicial system; to construct top-level design of power restriction, todevelop inner-party and inter-party democracy and to make a generalanalysis to “Shenzhen mode”; to handle properly three relations thatneed to be handled rightly in the process of constructing new patternpower structure, including the relation between party and government,between party and society, between the ruling party and otherdemocratic parties.In the conclusion, the author puts forward that we have toassume boldly and verify carefully to construct the new pattern powerrestriction structure that is consistent with China’s national conditionsby combining the thought of power restriction of Marxism withChina’s reality and with the reference of relevant theory of power restriction of the western countries, with the ultimate goal is toconstruct the more distinctive and more competitive socialism withChinese characteristics under the leadership of CCP.
