As a special group of people, civil servants are very important to government. Performance management of grass-roots civil servants occupies an indispensable position in government human resource management. Technology is primary productive forces. High performance human resource management system is not only to make technical play a greater advantage, but also the important issues which management needs to solve. Mobile government has changed the traditional organizational structure of government, and the work of grass-roots civil servants have changed in some extent.The paper uses the performance management of grass-roots civil servants as the main study site, put it in the context of mobile government. The objective of grass-roots civil servants performance management is to improve the job performance of grass-roots civil servants and enhance the organization’s performance and management level. Therefore the text explore the grass-roots civil service job characteristics in the context of mobile government and its effect to job performance, then put forward reasonable proposals to improve the performance of the grass-roots civil servants. Because of the mobile government applies in the police department are very normal and typical. This paper makes police department as the main research objectives. The article summarizes previous studies firstly, and then point out the achievements and shortcomings of previous studies. By analyzing the present situation of grass-roots civil servants performance management in the context of mobile government, the text indicate the inevitability and necessity of improving the original performance management of grass-roots civil servants in the environment by this new technology,and proposed the research idea of the paper at the same time. The research idea of the paper is find methods to enhance performance management by research the relationship between characteristics and performance. Then the article combined with the interview study and questionnaire research methods to obtain the job characteristic of grass-roots civil servants will be changed at five respects in the context of mobile government. They are special work mode, variety skill, autonomy, work exchanges and production responsibility. And by the methods of factor analysis, correlation analysis and multi factor line regression analysis, the article concluded that the job characteristic of grass-roots civil servants in the context of mobile government has a certain prediction to job performance and these job characteristic will produce both positive effect and negative effect-to job performance. Based on the analysis of statistical results, the last part of the paper put forward related proposal which will help improve job performance of grass-roots civil servants, improve performance management of government departments and build efficient government. The proposals conclude establish the performance management concept of advancing with time, improve human resource management aspects collaborative design and build a performance management system fits to the context of mobile government.
