China has entered a new stage of development.In order to achieve a grand victory and realize the Chinese dream,the Party Central Committee and the State Council have arranged and deployed a number of key tasks,including institutional reform,poverty alleviation,environmental supervision,and community development and governance,these burdensome tasks need to be carried out by civil servants at the grass-roots level.Therefore,the main characteristics of the current working situation of the grass-roots civil servants are the strict evaluation target,heavy psychological burden,high work intensity and supervision,urging and accountability,the above-mentioned characteristics of the continuing role will greatly increase the grass-roots civil servants "idle government" frequency.This paper aims at the phenomenon of "indolence in government" of the grass-roots civil servants,taking the grass-roots civil servants of C city as the research object,and using the case analysis method,the general characteristics of136 typical cases of "indolence of government" in C city from January 2013 to June 2020 are analyzed,based on the three manifestations of "not doing","less doing" and "random doing",this paper studies 9 typical cases of grass-roots civil servants’ "indolence in politics",and selects 10 grass-roots civil servants from different districts(cities)and counties of c city as interview subjects,using the method of individual interview to understand the grass-roots civil servants’ cognition,performance and reasons of "indolence in government".On the basis of the above-mentioned research,combined with the relevant theories of administrative ethics,incentives and government image,drawing on the experience and practices of other regions,such as the "conventional idea management" model of the People’s Court in Qianshan county of Jiangxi Province,the "Snail Award" in Taizhou province of Jiangsu Province,and the "balance due diligence" reform in Pingjiang County of Hunan Province,this paper analyzes the present situation and reasons of "idle government" of civil servants at the grass-roots level in C city,and puts forward some countermeasures and suggestions for effectively controlling "idle government" of civil servants at the grass-roots level.
