The Study On The Public Function Of Township Government In Heilongjiang

In the report of the Nineteenth National Congress of the CPC,General Secretary Xi Jinping put forward for the first time the strategy of "rural revitalization" for the development of rural agricultural farmers in China.In his opinions on the strategy of rural revitalization,he repeatedly mentioned the need to strengthen public service construction in rural areas and to balance the level of basic public services in urban and rural areas,which put forward higher requirements for the construction of public service functions of township governments.Perfecting the public service functions of township governments and improving the public service construction in rural areas are of great significance for promoting the implementation of various policies of rural construction,stabilizing the current achievements of poverty alleviation and ensuring the implementation process of the strategy of rural revitalization.Heilongjiang Province,as a safe haven for food security in China,has a vast cultivated land area,scattered farmers,a large rural population,a large gap between urban and rural economic development,and imperfect infrastructure construction in rural areas.All these have brought certain difficulties to the country in promoting economic development and improving social management in rural areas of Heilongjiang Province.Under the background of the comprehensive implementation of the Rural Revitalization policy,this paper takes the governance theory,the new public management theory and the new public service theory as the theoretical basis of the research,uses the literature analysis method,the cross-study method and the qualitative and quantitative combination method to analyze the current situation of the township government's public service function in Heilongjiang Province at the macro level,and finds out its public service function.Problems and causes in energy process.At the micro level,six typical villages and towns in Heilongjiang Province are selected.Through visiting and surveying and issuing the self-compiled "Heilongjiang Province Rural Public Service Satisfaction Questionnaire",the satisfaction situation of grass-roots staff,village cadres and rural residents of township government is known.Data are collected and sorted out.Then factor analysis and binary discrete model are used to analyze farmers' satisfaction with the performance of public service functions in Heilongjiang province.Last put forward the countermeasures and suggestions to strengthen the township government's public service function performance.The main research contents and results are as follows.(1)Through the analysis of the policy basis,the present situation,the mode and the accountability mechanism of the township government in Heilongjiang Province in fulfilling its public service functions,this paper finds that there are some problems in the process of fulfillingits public service functions,such as the lag of public service system,the lag of supply mode,the inadequate capacity of resource integration,and the imperfect performance evaluation.The main reasons for these problems are from the country's long-term dual structure of urban,rural areas and the imperfect reform of the financial system of the township government,the multi-supply mode of rural public services is immature,and the channel of expression of rural residents' needs is not smooth.(2)In this paper,factor analysis and binary discrete model are used to analyze the satisfaction degree of peasant households to the performance of public service function of township government in six typical towns of Heilongjiang Province.It is found that the satisfaction degree of peasant households to "hard" public service is higher than that to "soft" public service,and the evaluation system of public service efficiency of township government is not perfect and effective,result unreasonable use and other issues.(3)Based on the above research results and the actual situation of rural areas in Heilongjiang Province,this study puts forward corresponding countermeasures and suggestions from the aspects of improving the basis for township government to perform public service functions,strengthening the capacity-building of township government to perform public service functions,and improving the performance evaluation mechanism of township government to perform public service functions.As the grass-roots government,the township government of Heilongjiang Province is the concrete executor of the strategy of revitalizing the villages of our country.The effect of its public service function directly determines the implementation of the strategy of revitalizing the villages.It is of great significance to improve the public service function of the township government of Heilongjiang Province for the revitalization of rural development.
