According to the report of the18th National Congress of the Communist Party of China,"exploit marine resources, develop the marine economy, protect the marine ecological environment, resolutely safeguard China’s maritime rights and interests, and build China into a maritime power" should be paid attention on.The concept of "build China into a maritime power" was first proposed as an actively respond to the complicated domestic and international situation and also indicated the determination of CPC Central Committee about guarding the "blue territory". However, China’s maritime rights forces scattered in various departments and difficult to form a cohesive force, resulting in facing a lot of difficulties in the procedure of safeguarding maritime rights such as each department acting on its own and inefficient, lacking of found and outdated equipment, poor equipment of law enforcement capability, difficult to harmonize interdepartmental cooperation and so on. During the NPC (National People’s Congress) and CPPCC (Chinese People’s Political Consultative Conference) in2013, the introduction of "Cabinet Reshuffle Plan" clearly put forward the integrated solutions of safeguarding maritime rights, including restructuring the State Oceanic Administration, establishing marine committee, establishing China Coast Guard was also first proposed. But as you can see, this reform is just a beginning, the design of the system or legal basis is not perfect. In order to solve this problem, the article attempts to use administrative science, political science and some relevant theoretical knowledge about science of law, through the analysis of current situations, exiting problems and the reason of safeguarding maritime rights in China, combined with learning from other countries’advance methods of safeguarding maritime rights, making recommendations and assumptions to the integration of China’s maritime rights forces from system design to specific countermeasures and implementation. Among it, the author would propose two assumptions in the two aspects, which are functional localization and institutions set, helping the construction of China Coast Guard and the author will also raise suggestions in the aspect of the integration of China’s maritime rights forces smoothly proceed, such as strengthening top deliberative bodies and improving maritime legislation and so on. The author hopes the article could provide reference for the integration of China’s maritime rights forces, thus promoting the reform of the government institutions in China. The author also hopes the article could help the academic predecessors and peers to do a deeper research for proposing more feasible recommendations and programs and contributing to China’s maritime power plans.
