| Disabled children refers to that who have defects in physiological function,mentality and mental state, lose part or all ability of self-care on daily life, learningand social adaptation who are under14years old. According to the statistics about thesecond national handicapped person sampling survey in2006,0to14years of age inour country disabled population of3.8678million. There are3.8678million disabledchildren who are between0-14years old in our country. So these children are in greatdemands in medical care, rehabilitation and other aspects, through the earlyrehabilitation training can improve these children recovery some basic functions, thisplays an important role in the harmonious development of children with disabilitiesand their families and the society.In recent years, our country attaches great importance to the disabled children’srehabilitation career, including the ministry of civil affairs successively implemented"tomorrow plan","blue sky plan" project for disabled orphans, consequently part ofthe disabled orphans received seasonable rehabilitation training opportunity, however,the rehabilitation demands of disabled children are still increasing fast year by year,especially in a normal family, there are still some deficiencies in terms ofrehabilitation for disabled children, which need to do perfect and develop as quicklyas possible.This paper takes the disabled children who are living in the ordinary family asthe study object. Taking Jining city as an example, this paper analyze in three aspects:the rehabilitation demands for families of disabled children, the status ofimplementation about rehabilitation assistance for disabled children and presentsituation of rehabilitation agency, simultaneously discover the problems that disabledchildren and their families are faced with in the rehabilitation process, therehabilitation demands and rehabilitation agency. On this basis, this paper proposethat it should be improve the subsidy standard and expand the coverage of assistance,in addition, it should be increasing subsidy to families of disabled children byestablishing welfare allowance and other measures. At the same time, it should be improve the supply ability of rehabilitation agency, especially play a role incommunity rehabilitation, on the one hand it could be meet the growing rehabilitationdemands of disable children, on the other hand it could help parents raise therehabilitation cognitive of disabled children and release those psychological pressures.It should be perfect the rehabilitation assistance policy, improve rehabilitationsupplies ability and pay attention to the economic and psychological demands offamilies with disabled children to promote the further development of rehabilitationprogram for disabled children in jining city. |
