Study On Rehabilitation And Assistance For Disabled Children In Taiyuan City

According to the results of the second National Sample Survey on Persons with Disabilities,the number of disabled children aged 0-6 in China is 1.678 million,and the number of newly disabled children is nearly 200,000 per year.The best way for children with disabilities to lead to a healthy path is medical and rehabilitation training.Therefore,children with disabilities have great needs in terms of medical services and rehabilitation.Early intervention has great benefits for the physical recovery of children with disabilities.Growth,family happiness and social harmony also play a vital role.Since 2009,China's attention to the rehabilitation and assistance work for disabled children has increased year by year,and many rescue projects have been implemented for disabled children,including the “Tomorrow Plan” for the rehabilitation of orphans and disabled children,the “Blue Sky Plan” for the construction of welfare institutions,and “Disability”.Children's Rehabilitation Assistance 'Colorful Dream Action Plan',"Disability Prevention Key Intervention and Rescue Rehabilitation Project for Disabled Children".In 2018,the State Council also issued opinions on the establishment of a rehabilitation system for disabled children.These rescue policies and programs have enabled some disabled children to have timely access to rehabilitation training.However,children with disabilities are a large and special group.As the number increases year by year,the demand for rehabilitation assistance is also increasing year by year.In particular,the disabled children in general economic conditions still have some problems in rehabilitation and need to be improved.This paper takes 0-6 years old disabled children as the main research object,taking Taiyuan City of Shanxi Province as an example to study and analyze the needs of children with disabilities from the needs of rehabilitation assistance,the operation of rehabilitation institutions and service capacity,and the implementation effects of rehabilitation assistance.And explored the existing problems,including the small coverage of rehabilitation assistance,limited training capacity of rehabilitation institutions,and shortage of rehabilitation talents.On this basis,it is proposed that the government should promote the expansion of subsidies,increase the investment of rescue funds,promote the construction of rehabilitation institutions,and strengthen the training of professional personnel to improve the assistance for disabled children.While meeting the growing demand for rehabilitation,it is also necessary to strengthen thesupervision of the quality of training.Through the improvement of rehabilitation assistance policies,improvement of rehabilitation service capabilities,emphasis on the needs of children with disabilities and family economy,the development of rehabilitation and assistance for disabled children in Taiyuan City will be promoted.
