Social conflicts unavoidably follow social development, especially in China, a rapidlydeveloping country. There exist various complicated conflicts. Correct mediation is critical, since resolving conflicts will internally improve social development. After our party proposedthe slogan,"governing the country according to the law, and building a socialist country ruled bythe law", more concerns are paid to the research of the legalization of social conflic mediation. This article is going to cover this topic on a gerneral level. This article is divided into five parts. The first part presents recent research and introduceskey concepts, such as social conflict, social conflict mediation, and legalization.Part II argues that legalizing the process of mediating social conflicts is the next big thing. Itmeets the demand of social development and conflict mediation, and also it is required the policyof governing the country according to the law.Part III analyzes the reasons and manifestations of the current social conficts in our country. There are both marco-and micro-level reasons for social conflicts, which emerge in political, economical, and ideologial areas. The most siginificant conflics can be found in the economicalarea, including the ever-widening gap between rich and poor and the shrinking job market.Politically, social conflicts are mainly characterized by the tension between civilians and cadres.Due to the meeting of different idealogies, the original value systems have been challenged;conflicts in ideology thus appear.Part IV describes the primary means of resolving social conflicts and the current situation inChina. We analyze and compare different methods of mediation from five different perspectives,i.e. law, policy, economics, admistration, and idealogy. The final part of this article discusses in detail the principles and implementation of thelegalization of social conflict mediation. Combining acutal practices at work, we introduce themechanism of “triple mediations” as the combination of civil, judicial, and admistrativemediations.
