Government performance evaluation is an important content of new public management,strengthen the responsibility of carrying the responsibility of the government, improve theefficiency of the government, the government performance evaluation can supervise thegovernment behavior, improve the government performance and improve the image of thegovernment function, attention. Therefore, study on the grass-roots government performanceappraisal, has more special significance. Local government as a policy goal, directly facing themasses, how to improve the performance evaluation mechanism of grass-roots government,guide the grass-roots government have for, have not for, establish correct achievement view andvalue orientation, become a major issue of our government which must be solved at present.Based on the performance appraisal status in grass-roots government management in thebackground, the thesis is divided into four parts:The first part, the origin, purpose of research firstly studied the problem, at the same time,the research achievements on performance of Western governments were analyzed andsummarized. China’s government performance evaluation starts late, many problems existdeficiencies, study on government performance evaluation theory and practice, thestandardization of the weight of performance index system setting unreasonable, assessmentmethod is not perfect, lack of supervision and restriction mechanism. At the same time, peopleoften pay more attention to the central, provincial and local government, senior governmentdeveloped a large number of solving and improving people’s livelihood policies, it is necessaryto implement the specific implementation of the grass-roots government, if the government forits own development and achievements need consideration, will not be able to promote theeffective implementation of these people’s livelihood policies, ultimately hurt the public interestand the authority of the government, so the research of grass-roots government performanceappraisal, has more special significance.In the second part, analyzes the related with the theory of performance evaluation, startingfrom the concept of "performance","performance evaluation","local government performanceevaluation" was defined, discusses the important significance of local government performanceevaluation. The government performance evaluation bases show diversity, the livelihood of thepeople oriented, public participation, such as prominent features of top-down. Study on local government performance evaluation, is a necessary requirement to implement the scientificoutlook on development, set up the correct achievements view, is an effective way to enhancethe government executive ability and credibility, is to create the necessary requirements of thegovernment, is to strengthen the important means to improve the construction of civil servants, itcontributes to the transformation of government functions, promote the socialist marketeconomic system.In the third part, the analysis of our current status of the local government performanceevaluation and the existing problems, China’s particular County, township governmentperformance evaluation is still not mature enough, the theory research and the practiceexploration is still in progress, Yantai, Qingdao, Hangzhou, Nanjing, Zhuhai and other places inrecent years also made some useful exploration, for the government to broaden the channels ofsupervision, change the style of work, standardize administrative practices, will undoubtedlyhave a positive effect, show that the local government has consciously put themselves under thesupervision of the public. However, the current local government performance evaluation in ourcountry is still more obvious limitations, such as the existence of rules and regulations are notsound enough, index system is not perfect, the quantitative evaluation is difficult, appraisalproject and unstable, formalism is serious problem. The theory is not perfect, the third partyassessment and lack of oversight mechanisms, democratic participation consciousness is not inplace, the government idea consciousness disorder, government performance evaluation bindingsuch as insufficient angle is discussed in this paper, the causes of these problems.In the fourth part, the reason appears in view of the above problems, study and improverelevant countermeasures of local government performance evaluation system, such as theestablishment of the third evaluation mechanism, avoid the government as both athletes, andwhen the judges, to lay the foundation for an objective and fair evaluation; evaluationmechanism to build public oriented, further expand the assessment participants, so that morepeople especially the public participation in the assessment process; improve the governmentinternal assessment system, through the introduction of laws and regulations on the managementand implementation of the government performance evaluation, from top to bottom to regulatelocal government evaluation; comprehensive use of evaluation results, to mobilize theenthusiasm of the government; public evaluation results and feedback, establish the mechanismof supervision assessment, let the government performance evaluation work in the sun; programevaluation mechanism perfection, by strengthening the routine examination supervision, classification management object, enrich the evaluation results of the use of means to furtherenrich the evaluation mechanism; exploration of local government performance evaluationmechanism of differentiation, explore how to make the government performance evaluationsystem is more adapt to the development, to maximize the guiding role. In this part, BinchengDistrict, Shandong Province in Dong’e county and Fuyang city of Zhejiang province evaluationmethods as an example, introduces and analyzes the practice of government performanceevaluation basic reference, study how to make our local government performance evaluationtowards standardization, institutionalization.
