Since reforming and opening up in China,social transformation is accelerating,social contradictions and disputes are high incidence.Interest demand of the people has become more diversified.People's demand and expectation to judicial administration(especially to basic-level judicial administration)is increasingly improved.Judicial offices assume more and more heavy task.To meet the need of the times,development,situation and assignments,the basic-level judicial offices have been developed rapidly in recent years.However,many problems still exist in performance evaluation,including unitary subject,unscientific indexes,defective feedback and application etc.There is much need for more research and improvement.In order to improve judicial offices performance level and meet the need of the situation and assignments,the thesis adopts the approach of literature research,Delphi,qualitative and quantitative and so on,absorbs domestic and foreign theory and practice of public sector performance evaluation,focuses on basic-level judicial offices performance evaluation that B district implements,analyzes current situation and problems,and constructs a modified index system of basic-level judicial offices performance evaluation,which is matched with judicial offices strategic and target and reflects the value orientation of scientific development.Then,the thesis offers several proposal for perfecting the judicial offices performance evaluation.The thesis includes six parts.The first chapter outlines study background,significance,research methods,research thoughts and structure.The second chapter introduces the basic concepts about judicial office,public sector performance evaluation and basic-level judicial administration,relevant theories and the domestic and foreign research situation.The third chapter introduces the situation of B district judicial office performance evaluation and analyzes the problems and reasons.The fourth chapter introduces the basic principle of system design,conducts feasibility and adjustment analysis on introducing balanced scorecard tool into the design of the judicial offices performance evaluation,constructs the performance evaluation index system applying the tool and distributes the percentage of each standard using the AHP and expert scoring method.The fifth chapter carries out empirical analysis of judicial office performance evaluation.The sixth chapter offers several proposal for perfecting judicial offices performance evaluation.
