In the 1950 s the American government introduced the performance budgeting system, it represented that performance management really applied to the government management, and the improvement of government performance is always the pursuit and the goal of government reform 。Performance evaluation, as one of the important ways to achieve this goal has always been paid great attention by people and had a continuous development. In practice, the traditional government performance evaluation is easy to made government workers to cater to the superior and ignore the real attitude; Easy to make government workers lazy and one-sided pursuit of a few indicators; Easy to make government workers cause negative impact,such as falsification. In order to explore the way to overcome these problems, in the 1990 s, under the guidance of the new public service theory and the new public management theory, the development trend of western government performance evaluation shifted from the traditional single, governmental internal,top-down assessment methods to discursive, people-oriented, so citizen participation gradually become a very important aspect in Street-level government performance evaluation, and in the west have achieved good results in practice.Citizen participation in government performance evaluation in our country started relatively late time relative to the western developed countries, however, we achieved extraordinary achievements, and gradually highlighted Chinese characteristics in the development. such as excessive growth, participation with diversified ways, the large number of participation,and so on. At the beginning of the 21 st century, after the CPC central committee and the state council putted forward "quickens, ruling for the people", "the scientific outlook on development and correct view", "talent evaluation on the party and government approved" new ideas, such as the exploring way of citizen participation in government performance evaluation in Chinese Street-level government began to put into effect., however, the current practice of citizen participation in government at the basic-level still exists some problems :the citizen participation lack participatory participation motivation; performance evaluation results lack objective and performance evaluation result cannot be given the desired effect, these have a serious influence on the development of our country citizen participation in the basic-level government performance evaluation practice,and the reasons are related to our country present system, method, the social atmosphere, citizen quality, etc. Therefore, the study of citizen participation in basic-level government performance evaluation has a certain theoretical and practical significance.This article through to present the status of citizen participation in the basiclevel government performance evaluation, On the basis of plentiful collections to related practices in China in recent years, using the combination of qualitative research and quantitative research, using comparative analysis, literature analysis and other research methods, combined with management science, political science, sociology of multidisciplinary knowledge, to research the problem of citizen participation in basic-level government performance evaluation. This article analysis our country present stage at citizen participation in the basic-level government performance evaluation of the problems and reasons, and from the perspective of citizen society, government, and citizen to put forward Suggestions and measures of citizen participation mechanism in the basic-level government performance evaluation in our country in the future.
