America’s policy of nuclear nonproliferation had experienced three steps:nuclear secrecy, the peaceful use of nuclear energy, comprehensive nuclear control.The reason that the policy had changed from limit other countries’ test to limit itself isthis policy was benefit for the US. Of course, most of the United State’s target topromote the non-proliferation system was based on its own national interest, but wecan not deny that this policy had played an very important role in promoting theinternational non-proliferation regime. Especially two presidents—John·F·Kennedyand Johnson, who had made great contribution to the establishment of thenon-proliferation system, should be respected by the world.Indeed, the United States was conducting an nuclear test during the World War II.In order to achieve its nuclear weapon program, the US was recruiting talents in thewhole world. Finally in1945, before the World War II ended, with the full support ofthe government and the congress, the US produced the fist atomic bomb in the world,and dropped two atomic bombs in Japan. This was the fist and the only time that thenuclear weapon was used in the human history. The huge destructive power of atomicbomb was shocked the America’s leaders. They worried that if other countries developthe atomic bomb, what kind of the influence will be impact on the US, especially ifthis weapon will be mastered by the socialist Soviet unions, the consequence will beunimaginable. So the US had been working on preventing the nuclear weapons spreadto other countries from it was been invented. At fist, the America’s congress enacted alaw—Mcmahon Bill, to prevent other countries to have the nuclear technology. Afterthat policy was failed, it was enacted another plan--Baruch Plan to spy on othercountries’ domestic nuclear weapons’ development. During the Eisenhower’s duty,in order to control others’ nuclear plan, the US put forward the control test-"peacefulnuclear program", but led to the nuclear mess in1950s. But the Cuban missile crisis in 1961made Kennedy recognized the huge harmfulness of nuclear proliferation, soAmerica turned to international cooperation to prevent nuclear proliferation.Kennedy and Johnson led the international community signed the Partial Test BanTreaty and the Nuclear Non-Proliferation Treaty, and through the execution of a seriesof related measures, finally established a relatively perfect system of the internationalnuclear non-proliferation.The establishment of the international nuclear non-proliferation system hasimpacted a great influence for the whole world and the human history. After thenuclear non-proliferation treaty signed more than40years, only nine countries havegained the nuclear weapons. More importantly, there is no nuclear bomb is used in thewar from the World War II. President Kennedy and Johnson, who made greatcontribution to the establishment of the international nuclear non-proliferation system,should win the respect of the world.
