As the degree of multi-polarization in the world deepens,more and more non-state actors appear in the world,enriching the types of participants in the international community,but also bring many unrest factors.Nuclear proliferation as a problem that emerged from the invention of nuclear weapons has not been properly resolved.When non-state actors obtain nuclear materials or even nuclear weapons,they will undermine the normal international order,threaten the peace and development of the world,cause huge property losses and casualties,and the harmful consequences will be enormous.Nuclear proliferation by non-state actors has become an increasingly important issue in the field of non-traditional security.Preventing the nuclear proliferation of non-state actors is conducive to maintaining the normal order of the international community and the stability of the situation,while at the same time affecting the security of each country.The international cooperation system,which is composed of relevant international treaties and international institutions,has its own shortcomings.Therefore,it has insufficient strength in the face of non-state actors' nuclear proliferation.Nuclear materials and nuclear technology have always been firmly in the hands of the state actors,nuclear weapons are under strict supervision,and non-state actors themselves do not possess nuclear materials and nuclear technology.However,due to a series of factors such as the disintegration of the Soviet Union and the development of science and technology,some individuals or terrorist organizations have begun to come into contact with nuclear materials and nuclear technology.Nuclear proliferation between countries is the source of nuclear proliferation of non-state actors.Therefore,to prevent nuclear proliferation of non-state actors,the most important thing is to strictly control nuclear transfer between countries and prohibit nuclear proliferation between countries.The existing nuclear system of the international community still has some loopholes in prohibiting nuclear proliferation among countries,and some treaty nuclear international institutions have not fully played their role.Only by including non-state actors in the object of nuclear non-proliferation,modifying relevant provisions of relevant treaties,improving the responsibilities and mechanisms of relevant international institutions,and strengthening exchanges and cooperation between countries can effectively solve the problem of non-state actors' nuclear proliferation.Faced with the severe challenges of nuclear proliferation of non-state actors at home and abroad,China must fully recognize the seriousness of the problem,approve the adoption of relevant treaties as soon as possible,and transform the treaty into domestic law according to the actual situation in the country.At the same time,we must strengthen political?legal and technical cooperation with the member states of the International Atomic Energy Agency and the Shanghai Cooperation Organization,actively promote the nuclear security summit process,and strengthen exchanges and cooperation with other member states of the Shanghai Cooperation Organization to build a strong and rigorous The defense line guarantees the national security of our country.Non-state actors' nuclear proliferation is not an isolated issue.All countries in the world are facing this threat.Therefore,countries need to participate and strengthen international cooperation to face this severe challenge.
