The Service And Management In Community For The Veteran Cadre

The veteran cadre is an important participant of Chinese revolution, construction, reform and development, is the glorious banner of the times’ progress. As the valuable wealth of the party and state, they make an important contribution to our country in every historical period.In1982, the system of cadres’retirement was established in our country, which is a substantial achievement on the reform of the personnel system in our party, an important safeguard of successful implementing the great reform and opening-up policy,and also a significant responsibility of the government. With the growing group of retired cadres, deepening of domestic economy reform, and aging-society problem, these retired cadres havebecome an indispensible factor for the social and economical development. In the aging society, the situation of the veteran cadre is constantly changing. With the structure of the veteran cadres changing, the number of the retiring cadres with honors decreased gradually and the retiring cadres wih older age increased, In the10th document published by the Organization Department of CPC Central Committee, the service and management of the retired cadres was contained in the work scope of the veteran cadres bureau. At present, the total number of the retiring cadres in our country has been up to14.5millions,and the number will increase with the growth rate of5-6percent every year. With the number of the retiring cadres increase, the average age of them become younger, the requirement for the service and management has changed greatly from material needs to mental needs.The Party Central Committee claims:We should provide good care for the retired cadres for honors as well as before, and make outstanding research for the current problems. With the Sate Council organization reform plan announced, the professional workers for the retired cadres won’t increased. The eighteenth Congress of The Communist Party of China was held successfully, which marks a new start. The problems about the veteran cadres are being kept track.How to practice the policy, how to make the service and management for the veteran cadre common in the society, how to create an atmosphere that the veteran cadres can be raised, receive medical care, be taught, can have fun in their life, can keep making new contribution,these all need us to research, to practice.Taking Weifang city for example, this thesis utilizes public management science, public policy analysis, public economies science, organizational behavior science, social research methods and so on, to analyses the service and management for the veteran cadres in the community. This thesis puts the community service and management in the background of government reform and management innovation by introducing the current situation of the service and management for the veteran cadres in the community, summarizes experience, analyze the problems, proposes systematized, operable measure and suggestions, and aimed at supplying aim to provide some experience for other area.This thesis includes five parts. The frist part focuses on the research background, research meaning, research status, research method and so on. The second part is the theorybasis of this thesis, which reviews the policy theory and concepts refer to community-based veteran cadres. The third part analyses present status and existing problems in the service of community-based veteran cadres, Wei fang city. The fourth part proposes measures and suggestions, and the last part makes a conclusion.
