As the premise and basis of villager self-governance, democratic election can give full expression of public opinion, which influences the effect of villager self-governance development. The17th National Congress of CPC establishes community-level self-governance system as one of the four political systems of socialist democracy with Chinese characters and emphasizes the importance of democracy development as the basis of socialist democracy, ensuring that people enjoy the democratic rights in a more extensive and practical way. The18th National Congress of CPC puts forward the mission to improve the community-level democratic system.With the reform and opening up and the rapid development of economy, the urbanization process in China is accelerating, resulting in the rapid expansion of the size of cities. Village, which once was in the surrounding area of the city, is brought into the map of the city. It is surrounded by the tall buildings and becomes a part of the city in the region, resulting in "the village in the city", i.e. urban village. Urban village is different from both the traditional rural community and the real urban community. It is the product of urbanization and mixture of rural community and urban community, so it has the characters from both communities.In the transformation process of urban village, all interested parties strive hard for the position in the general election because of the complexity of benefit relations and great anticipated profit. The specificity of urban village leads to more phenomenon and problems, such as Vote-buying destroyed the basic level democracy election, the influence of clans, the insufficient protection of the election rights of floating population, and the interference of political communication and so on. These problems seriously violate the democratic election rights of people in urban village and hinder the development of community-level democracy. Therefore, increasing study on the problems of the general election in urban village and the relevant solutions are of great significance to the development of community-level democracy and the harmony and stability of the society at large.Taking D village, an urban village of Q city, as the research object, the thesis consists of four parts:the first one is the introduction, giving reasons for selection of the subject, the significance of the research, literature review at both home and abroad and research methodology; the second one discusses the theories on community-level democratic general election in China’s urban villages, giving concept, characteristics, reasons for formation of such villages and concept of general election in village committee; the third part provides basic information of D village in Q city in detail and its major problems in community-level democratic general election; the fourth part raises constructive proposals of promoting and improving community-level democratic general election in respect to previous discussions on major problems.The author focused on urban villages. Firstly, the author introduces theoretical connotation about urban village and village committee election. Then the author analyzes the regular election questions with the theory of sociology, political science and fined the causes of the questions. Lastly, the author will propose the solutions ideas. The author consists four parts. The first part is introduction, mainly on the basis and meaning of selection of the subject, research status at home and abroad and the research ideas and methods. The second part is the prevue of urban village and the concept of the villagers’ committee election. The third part is the general situation of basic level democracy election in d village of the q city. The four parts is the thoughts based on the basic level democracy election in D village of Q city.The main methods the author used are documentation method and case study. Based on reading a number of professional literatures about urban village and democracy at the grassroots level politics, through methods to combine questionnaire investigation with interview to study the basic level democracy election in D village of Q city, the author analyzed comprehensively to make the conclusion.
