Disciplinary Issues And Countermeasures Research On The Village (Community)-Level General Election Of The "Two Committees" In Z City

Primary-level democratic autonomy is one of the profound connotations of socialist democratic politics with Chinese characteristics.The transition between the“two committee(the village branch of CPC and village committee)” election is the key content of primary democratic practice,which is highly valued by party committees and governments at all levels,and is also a hot topic of great concern to academia and the public.Based on the study of the village(community)–level,general election of the “two committees”in Z city 2017,this paper taking methods such as literature research,field investigation and case analysis to thorough study the disciplinary problems and countermeasures of primary-level democratic elections in China on the basis of anti-corruption strategy theory.By studying the reported issues and cases summary on both the municipal level and administrating county and districts in Z city,and the author directly involved complaint checking report in YT town,as well as the received and violations on the discipline problems of village(community)general election analysis,the author found that: from the point of view of regional distribution of general election reporting complaints,county(county-level city)complaints is far higher than the city,township and village complaints higher than that of urban streets and urban area,showing that the more highly advanced economic development county(district),the more complaints they will received;From the perspective of problem categories,the phenomenon of canvassing votes and buying votes is still serious,the violation of the procedure of changing occurs frequently,the financial violation of laws and disciplines is still prominent,the qualification check of candidates is not rigorous enough,and the interference of the general elections transition still exists.Last but not least,the means of vote-buying pattern is of constantly renovating,showing more hidden characteristics.Taking YT town as a reference,the author combined with maslow's demand theory to study the democratic consciousness of voters and the election motivation of candidates,and at the same time to discuss the regulatory positioning of the government,so as to analyze the reasons for the illegal and disciplinary behaviors of voters,candidates and government regulators in the process of the general election.By taking the anti-corruption strategy theory,this paper makes consideration and conclusions on the countermeasures against the violation ofelection discipline.The author hold the view that the government should setting a reasonable aiming,improving the working mechanism and optimizing countermeasures,by complementing those following three measures,the effectively checking and punishing mechanism,the perfect prevention system and the long-term publicity and education,so as to maintaining a clear political environment of the general election at the primary-level,expanding the vision of democratic supervision research,and curbing primary-level corruption at the initial stage.
