Under the background of state power gradually withdraw from the rural, peasants’ organizations as important subjects of rural governance and construction and their status has been increasingly highlighted. Adapt to this, the development of peasants’ organization has become a new field of academic research. Pioneers in this field have put forward a lot of enlightening programmes, however because of the limitations of the research perspective, those programmes also exist many defects. This study focuses on the perspective of the freedom of association, in order to get a real implemented programmes of the development of peasants’organizations.The paper first examines the current situation of the development of peasants’ organizations, that the current development of peasants’ organizations are not optimistic, facing a low degree of development and seriously alienation phenomenon dual problem. To realize the current development of peasants’ organizations are not conducive to rural governance, and elaborates the important role of peasants’ organizations in the rural governance, they are not only important sources of rural public goods, but also the power to maintain the social order, and at the same time they are important tools to protect the peasants’ rights, so the development of peasants’ organizations is very necessary. Secondly, the thesis discusses the obstacles that the development of peasants’ organizations faced, believes that the development of peasants’ organizations is facing three obstacles, they are the improper interferences from administrative department, the fetters from legal systemand the lack of peasants’ enthusiasm.Remove these barriers for the development of peasants’ organizations has become a task of researchers. This paper is based on the investigation of the present peasants’ organizations to reveal some theoretical errors. It describes the difficulties that the research approach comes across in practice and points out the inability the present research results have in solving the problems of the peasants’’s inactiveness and the dissimilation the of the peasants’ organizations. As a result, this paper points a way out—the peasants’ organization development theory based on the freedom of association. Meanwhile, it introduces the basic points of this theory and states how to solve the problems mentioned above. In addition, based on the country’s current situation, it proposes that the theory above emphasizes the dominate position of peasants’ in the development of the organizations as well as the roll the state plays. Moreover, the thesis puts forward that the development paths of peasants’organizations should combine the bottom-up self-awareness of the peasants’ with the top-down state management. In addition to that, it discusses the state role in the development of peasants’ organizations both positively as well as negatively. It is only in this way can the peasants’ organizations enter into a new era that not only benefits the goal of the state but the interest of the peasants.
