Study On Local Government Function In The Development Of Peasants’ Cooperative Organizations

Since the household contract responsibility system established， Peasants’Cooperative Organizations，that peasants spontaneously formed with the help of thegovernment and other social forces,appeared in Chinese rural areas, play an active rolein guiding peasants to enter the market and increasing farmers’ income. In recentyears,Peasants’ Cooperative Organizations have boomed throughout the country,butshowed obvious regional differences in its growth.The function localization and thesystem innovation of local government, is closely related to the Peasants’ CooperativeOrganizations’ development. In view of its important role, it has become an importantsubject that how to adjust government function to adapt to the development of Peasants’Cooperative Organizations.This paper is based on the practice of the development of Peasants’ CooperativeOrganizations in Wuzhong District，combining the status of the function role that localgovernments play, summarizes the effectiveness when local governments play afunctional role, analyses the shortcomings when local governments function and thefactors that restrict local government fulfill its functions in the development of Peasants’Cooperative Organizations. Based on the above analysis, combined with the theory ofgovernment functions, put forward some suggetions of changing government functionto promote the the growth of Peasants’ Cooperative Organizations:establish a correctunderstanding of Peasants’ Cooperative Organizations, set up and improve themanagement system of Peasants’ Cooperative Organizations, implement and improvefavoured policies, perfect corresponding legal norms of local supporting, strengthen service of human resource and information.
