Research On Promoting The Political Function Of Village Party Organizations Under The New Situation

This paper aims to discus the political functions weakening andcountermeasures of village Party organization under the new situation.This article believed that, since the reform and opening up policy, in theimpact of grass-roots democracy, market economy and informationizationtide, the political function of Party organization at village level ismaladjustment and weakening of the phenomenon. The main idea of thispaper is, in the democratization process, only by improving theVillage-level Party organization’s political influence and politicalcompetition, reshape the village Party organizations and political prestige,to enhance the political function of Party organization at village level, inorder to consolidate and strengthen the party’s ruling foundation in ruralareas. The paper, with the aid of normative and empirical combination ofMarx’s method of class analysis and historical research methods have been demonstrated on this core viewpoint。In structure, this paper is divided into five parts. The first partintroduces the origin and background of choosing this topic, includingdefinitions of basic concepts. The second part describes the status andperformance of the weakening of Guangdong Shunde area organizationof Party of rural basic level political function. The third part analyzes thepolitical function of Party organizations at the grass-roots level in ruralareas of the subjective and objective reasons for the weakening. Thefourth part puts forward the effective path to promote and strengthen thepolitical function of the village Party organization. The fifth partconcludes core points of the extracted, and sums up the whole paper.According to the "China problem consciousness" as a guide, tograss-roots democracy and autonomy as the entrance, facing the changesin the political power structure of rural China since1998theimplementation of grass-roots democracy and autonomy, correlation andinteraction between the analysis of organization of Party of rural basiclevel political function and the democracy at the grassroots level ofautonomy, based on adhering to the party’s leadership, the villagers taking leadership and managing village according to law standpoint, focused onthe promotion of political function of the village Party organization, tomaintain and consolidate the party path in the core status of rural politics.This is the characteristic of this paper, but also embodies the innovationof this paper.
