The Study On The Urban-rural Integration Development Of Social Security In Suzhou

In recent years, the construction of urban-rural social security system has been highlyvalued by the Party Central Committee. The national12thfive-year plan explicitly proposesoptimizing social security system for both urban and rural residents. As a pilot reform cityof urban-rural integration development, Suzhou has made historical achievements inrespect of urban-rural social security. Meanwhile, it has developed certain developmentexperience in the process of constructing social security system. There is a need to analyzeand summarize these experiences for the purpose of making contributions to thedevelopment of urban-rural social security undertakings in China.Firstly, this paper analyzes the favorable conditions and overall development status ofconstructing urban-rural social security system in Suzhou. On this base, it studies the basicpension insurance system, basic medical insurance system, subsistence security system inSuzhou by means of historical analysis, normative analysis and empirical analysis.Furthermore, it analyzes the process in which each system develops from urban-rural dualstructure to step-to-step combination, as well as summing up the specific methods andcharacteristic experience of each system at different stages. Finally, on the whole, itsummarizes the experience of urban-rural integration development of social security inSuzhou and the reference to other areas. Meanwhile, it simply analyzes the problem ofdeepening social security reform in Suzhou and proposes policy recommendations.
