The Study On The Government Purchase Of Public Services To Non-profit Organization

General crisis of western welfare state triggered the public service reform as the coreof government reform movement,since the1970s,government purchase of public servicesbecame western the dominant mode of public service supply,and has a far-reachinginfluence on the social services field.For the purpose of our government reform andfunction change,fully using the experience of western developed countries,actively explorethe government purchase of public services,this new type of public service supply modehas become the new way of public service reform in China.This paper puts forward two ways the government purchases of public services on thebasis of theoretical analysis:non-competitive purchase way and competitive way.Take‘Virtual Nursing Homes’ as an example,analyzed the specific process of governmentpurchasing services.At present, the government purchase virtual nursing homes service hasachieved good results,including the innovation of the social old-age service mode,thereduction of government pension costs,improving the quality of life of the elderly andincreasing the laid-off workers employment opportunities etc.But at the same time,thegovernment purchase price positioning is not reasonable,financial support is associatedwith administrative intervention,the lack of fair competition mechanism and scientificevaluation system etc.After,the author from the positive and the negative two aspectsanalyzes the government adopts the non-competitive purchase way for virtual nursinghomes.For the government purchase virtual nursing homes service problems that exist in theprocess,the government should start from the following three aspects:establish reasonablepurchase price,measure service costs;build the supervision system scientifically,introducethe third party supervision mechanism;transform government role timely,reduceadministrative intervention.And the way of government purchase services developed into competitive purchase required conditions including a large number of service supplyorganization,a fair competition environment,scientific evaluation indicators and the formalpurchase agreement.
