Public services,as a direct benefit and experience for the public,are very complex in terms of coverage and categories.It can be said that the quality of public services directly determines the public’s satisfaction with the government.At present,public services in China are mainly provided by the government directly,and the effect is not satisfactory.It is unsustainable to rely solely on the government to provide public services.The growth of social organizations and non-public enterprises has brought new blood to the transformation of the public service supply model.The government has given public services to social forces through purchase,which is conducive to the transformation of government functions and better meet the needs of the public..In recent years,the Party Central Committee has referred to the government’s purchase of public services to the national strategic level,and proposed to increase the government’s efforts to purchase public services.Governments at all levels have also begun to change their thinking and methods and gradually try to purchase public services.For Yingkou Development Zone,the purchase of public services is still in its infancy.Therefore,this paper analyzes the problems existing in the purchase of public services by the Yingkou Development Zone Government from the practical experience,and proposes countermeasures.The paper uses the literature research method and interview method to study the public service of the Yingkou Development Zone government.Based on the new public service theory,public choice theory and public product theory,it provides public services,social forces,and government public services.Explained and understood.On the one hand,it sorts out related concepts and investigates the actual situation as the basis for theoretical research.At the same time,it analyzes and elaborates theoretical research at home and abroad,and provides theoretical preparation for research.On the other hand,it sorts out and analyzes the problems that arise,and finds out the cause of the problem.Secondly,it conducts investigations and studies on the various processes of the government’s purchase of public services.On the one hand,through investigations,research visits,and other means,we will sort out the types of purchases of government public services,purchase methods,and purchase scales in the Yingyingkou Development Zone in recent years.On the other hand,it summarizes,summarizes and analyzes the problems existing in the government’s purchase of public services.Finally,we will study the countermeasures and suggestions for improving the government’s purchase of public services in the Yingkou Development Zone.While analyzing the problems and causes of the purchase of public services by the Yingkou Development Zone Government,combined with the theoretical research and the achievements of domestic and foreign advanced experience,it is proposed to strengthen the awareness and position in the process of purchasing the government,and improve the relevant policies and supervision and management systems.We will improve the construction of supervision and management and performance evaluation systems,and improve practical measures such as the ability to undertake the main body.
