The Mass Organization Participate In The Government Purchase Of Public Services

The State Department began to encourage the government to provide the public service through purchase in 2014,and emphasize the important of mass organization at the Mass Organization Conference in 2015.From this time,the Mass Organization began to purchase public service extensively as one of the buyer.However,there are many leaks in the cooperation model,and results in people dissatisfied in public provided in this way,owning to the system are new.This paper first puts forward its views on the construction about cooperation framework of China's mass organizations to participate in government procurement of public services.Then,this paper look for the gap between the existing model and the theoretical model and the possible problems according to the characteristics of the existing cooperation model.Next,taking the Women's Federation of Sichuan Province as an example,prove the possible problems by investigating the satisfaction of the public about their participation in government purchases of public services.Finally,sum up the problems and explore the causes.Finally,puts forward suggestions about how to establish the mode of cooperation proposals when Chinese mass organizations participate in the government purchase of public service.This paper extends the theory of government purchase of public service and puts forward the construction conception of mass organizations involved in the government purchase of public service cooperation model.In the reform of insufficient supply of publicservices and other organizations under the background of mass organizations,this paper provide new ideas on how to participate in the government purchase of public service.On the other hand,the research of this thesis will help to improve the quality of public serviceand promote the precision of public service.
